fmtutil can't find fmtutil.cnf

I just built tetex 3.0 from ftp://cam.ctan.org/tex-archive/systems/unix/teTeX/current/distrib/
 
fmtutil bombs when I run fmtutil--all
 
fmtutil --all
tcfmgr: config file `tcfmgr.map' (usually in $TEXMFMAIN/texconfig) not found.
fmtutil: config file `fmtutil.cnf' not found.

if I cd to $TEXMFMAIN/texconfig, I can get rid of the first message but not the second

cd $TEXMFMAIN/texconfig
Homer:/usr/local/teTeX/share/texmf/texconfig#   fmtutil --all
fmtutil: config file `fmtutil.cnf' not found.

Has this bug been fixed? where can I get the fix?
