I think I can clarify that.

Fedora 4 will not install the tetex-doc rpm package by default 
(neither any other Fedora or RedHat I can remember).

texdoc is packaged in Fedora as a part of the tetex rpm package.

yum install tetex-doc

will probably solve this particular problem.
