I'm pretty sure that the US National Labs (and maybe the CIA and NSA, but
we'll
never know that)use TeX Live and they would have to comply with export
laws.  If
that isn't good enough of an imprimatur, I don't know what is, even if
there is no
ECCN for TeX Live that we're aware of.
