bibtex question

Hi All:

I have a document with a bib file generated by Zotero, and there's a person
named Tolga Çağatay who was the first author in one of the papers. I am
sure he is a brilliant researcher and a lovely person but his name is
making trouble for me. First problem is I don't know where Ç falls in
alphabetical order. (Within the C's? After them? Do I honor Turkish
practice or English? Are they different?)

My second problem is how to get it there. Right now BibTex places Dr.
Çağatay after Xin Zhou and the other Z's. (That's not right, is it?) Is
there a way to tell BibTex to order it my way?
