Hello,

I can't compile your file on my computer, but I guess that the solution is in the reledpar manual p. 21 (section 8. Verse). In particular, it says that “there must be no blank lines in the environment” astanza.

It would be easier to investigate your problem if you provided a shorter file, without any commands superfluous to the problem, in English only, instead of a shorter version of your original file.
