That cover was definitely *not* typeset using TeX of any flavor.  The
cover shown on that page is for volume 41, published in the early 2000s.
The cover design changed in 2018, with the appearance of a new AMS logo.

All AMS journal and book covers are designed by the Society's Graphic
Arts group.  When computer creation became possible, they used Quark,
but when that became essentially unavailable they switched to InDesign.
For the current Bulletin cover, the design was developed with the usual
GA tools, but re-implemented in LaTeX so that production can be automated.
