That is true, but since the original PDF before using gs/pdfwrite **has
a working** text extraction/ToUnicode mapping, it is the ghostscript
side that needs fixing.

Yup, me, too. Nothing of the usual suspects shows up.

It is **not** pdftex. When I do the same with pdftex, all is fine!
*Only* with xelatex the problem occurs.

I compared the two files generated by pdflatex and xelatex, but they are
completely different (on the same input), so not much of a help.

Hmmm, maybe ... but first I wait for answers from gs developers.
If the say that the pdf generated by xelatex is broken in some way, that
would be an indication.
