I would use Joe St Sauver (7 Jan 1991)'s fontsize.tex, provided as part of =
his book on plain TeX, tex_primer -- to be found here https://ctan.org/tex-=
archive/info/tex-primer_vms-specific
In which there are (at least) a couple of rather perplexing lines :
