The issue is not only the licence but also (or maybe more ?) the 
copyright holding. Currently it is very unclear who is the copyright
holder of texi2html. Could please also say something about that ? 
Should it be you ? The CERN ? Somebody else ?

This is not a purely academic issue, as the copyright holder has to
respond to queries about relicensing of the code.

makeinfo now better supports html output. However texi2html progressed
too and now the real advantage of texi2html over makeinfo is that the
texi2html output is highly configurable, which is not the case of the
makeinfo output.
