I'm sure that Lionel is right, and my memory was simply faulty.  Or else
I didn't know that Lionel had offered it to the FSF and put the FSF on
as the owner independently.  But I don't think it really matters.

I still think it would be ok to make a new release in the public
domain.  Since CERN disclaimed all copyright interest, they shouldn't
mind, and since the FSF isn't interested in the software (because of
makeinfo --html), they won't mind, even if they ever had any rights in
it in the first place.

Alternatively, if we can come up with someone else to be the copyright
holder, then it could be released under the GPL.

This can't be the first time this problem has come up.  It seems that
Red Hat includes texi2html in the distribution, at least it is on my rh9
system.  Maybe they would like to be the copyright holder.  Or maybe
there is some other neutral organization which does this as a service to
the free software community?  It sure seems like there should be.  Open
Source Initiative?
