I installed what is hopefully the fix for this part of the problem.
Unfortunately it is far from easy to test it completely since
CollabNet's changes are so invasive.  I would have to duplicate the
entire SourceCast project as well as the CVS repository for texi2html to
attempt to reproduce the problem and verify the fix.

On the bright side, I believe I isolated the source of the problem based
on the information in your report and I then removed a whole chunk of
Collab's invasive code since it was no longer even being used
effectively (it was executing a perl script that had no effect other
than generating debug log files for itself).  With any luck the problem
will not recur.
