a new release

Hi, I think that it is time for a new release, as there are no licence problems anymore (even if this question isn't fully solved). There is only one thing which in my opinion should be solved before the release, that is use 'template' or 'en' for the english strings (in case it is en, the file should be distributed). If nobody disagrees it will be 'en'. Here are the other unsettled/unfinished things, but I think they shouldn't stop a release: * known languages are in a hash or the files in i18n directory ? * translations of new strings to do * update of the manual * rewrite &$toc_body in the public domain * tests for all the combinations of node-files/use-nodes/no-sec-nav/split * very valid html (ignore footnotes in refs, preformatted environments in refs) * style for xhtml strict, style with images (like Singular manual) * use texi2html/Conf instead of texi2htmlrc ?
