internationalize strings with texinfo commands

Hi,

Currently the internationalized strings contain html formatting, whenever
needed. I think it should be much better to have texinfo @ commands instead.
This way the user's customization of @ commands are used, and the strings
are independant of the outputted language.

If nobody contest, I'll do that soon.
