Further changes from us in Makefile.am?  Previously, we needed to add it
because it was not in top_srcdir.

In any case, I realized that ppport.h is in tta/ and needs to be
included by some C files.  So we still need to have $(srcdir) in -I for
those files.

I will add comments and move the
AM_CPPFLAGS = -I$(srcdir)
line out of the Gnulib section.
