It should.  This is someting we discussed in the past:

The message should be
  "Cannot switch to a locale compatible with document strings translations"

I checked that the message is not output when
  POSIX::setlocale(LC_MESSAGES, "en_US.UTF-8");
returns undef.  I will add a slightly different message in that case.
