What really matters is how this was documented. In GNU Texinfo 7.2:

14.1 ‘@documentlanguage LL[_CC]’: Set the Document Language
===========================================================
[...]
[...] If the command is not used at all, the
default is ‘en_US’ for US English.

So the developer could expect that no @documentlanguage was equivalent
to "@documentlanguage en_US".
