That's expected. There is no good, recommendable way to access a
translation, other than one specified by the locale environment
variables (LC_ALL, LC_MESSAGES, LANG) and LANGUAGE. The reason is
that it's the user in the first place, not the programmer, who asks
for a translation [1].

I understand that TeXinfo's @documentlanguage does not perfectly
fit this model.
