CI failure on OpenBSD, Cygwin

Hi,

In today's CI run, the failure on AlmaLinux, that was present for several
months, is now gone. Great!

However, there's a new test failure on Cygwin:

ERROR: t/z_misc/accents.t - too few tests run (expected 59, got 0)
ERROR: t/z_misc/accents.t - exited with status 2
ERROR: t/z_misc/test_converter_option.t - too few tests run (expected 5, got 0)
ERROR: t/z_misc/test_converter_option.t - exited with status 2

ERROR: t/z_misc/test_sort.t - exited with status 2
