That is because we now use gettext_dumb from libintl-perl based on Guido
Flohr (libintl-perl maintainer) advice.  This gettext implementation
does not access the current locale at all, only LANGUAGE and similar
environment variables, which is perfect for our use for translations of
strings in the output documents.
