So, just to feedback in this topic, the exact command to install that
Locale::Po4a::Sgml Perl module is:

install RAAB/SGMLSpm-1.1.tar.gz

issued inside the 'cpan' command interpreter.

It seems quite unusual for a person to be forced to include the
(almost) first letters of the name of the module 'Released by:'
technicist as a necessary condition to install it!

There is a web page <https://metacpan.org/author/RAAB> that informs
that author holds only one release on the 'CPAN directory'!

As people say here in Brazil, It seems I ended up finding a kind of
whitefly (a very rare situation)!
