[PATCH 0/2] Update cross-reference URLs for Guix and Shepherd.

Hi,

The current URLs that are in Texinfo GNU.cnf, are outdated and do not
redirect properly.  I have set them in these patches to their new
home.

One limitation was that I had to set it to English by default. Is this
expected behaviour?
