It is.  But it does not force us to use the same format used for po
files in the Texinfo language, as long as what is used in the Texinfo
language can be mapped to the po files requirements of gettext.

I do not know how other programs do, but BCP 47 languages are used in
many programs/formats, in particular HTML, XML, LaTeX babel, OrgMode,
Libreoffice.
