RE: texi2dvi not passing locale to texindex

Dear Gavin,
Thank you for the great job. I tried it on ses-fr.texi (=some part of Emacs documentation translated to French) and it compiles with no error although LC_ALL is set to C. I attached what I get for the index, it looks a bit unususal, but it is ok IMHO.

PS : On my side I have drafted some evolution of Emacs configure script in order to enable ses-fr.texi compilation when texinfo.tex version is old enough. FYI, see https://cgit.git.savannah.gnu.org/cgit/emacs.git/log/?h=scratch/translations-of-manuals
What I do is extract the version of texinfo.tex and compare it to 2026-04-01.0 (actually this should be 2026-04-26.12), and if it is >= then fr is included into the DOCLANGS list which is a list of languages for which manual are compiled.

I've made the changes I proposed to texinfo.tex and have changed the default
sort strings used for most of the accented characters in the Latin-1 block.
(commit 836b8924560, 2026-04-26).  This should cover nearly all of the
characters used for French.

There is still the possibility to make changes in the translation files
(like txi-fr.tex) as well, although these would take longer to become
prevalent among users than changes to the base texinfo.tex file.
