not distributing nor putting on the web texi2any_internals manual?

Hello,

I finished making texi2any_api.texi manual independent of
texi2any_internals.texi.  We could stop distributing texi2any_internals
and also stop putting it on
 https://www.gnu.org/software/texinfo/
That would be my proposal.

I indeed think that it is not of any use besides developping texi2any,
and developpers developping texi2any know how to read it locally or
transfer to a terminal where they can read it.

I think that it should still be automatically built, be it only because
it is a good check for pod2texi and, marginally, texi2any and allows to
check the POD too as soon as it is changed.
