For the LaTeX output, BCP 47 language tags are already output by texi2any
for babel.  BCP 47 language tags are also output for HTML, DocBook
and epub.  As far as I can tell, BCP 47 language tags are more or less
used everywhere except in locales used in gettext/glibc (and probably
other libc).
