No, it is not needed anymore, in this section in
https://www.gnu.org/software/texinfo/manual/texinfo/html_node/_0040top-Command.html
it is said that wrapping in @ifnootex ... "is no longer necessary, as
the ‘Top’ node is now never output for printed output.".
