It comes with the Texinfo package, the one which installs texi2any,
makeinfo, install-info, etc.

You didn't keep the nodes at their proper hierarchical levels, as
determined by menus.

The menu(s) for sections should be in chapter(s), the menu(s) for
subsections should be in section(s), etc.
