It depends on the details of the (yet to be written) implementation, I
think.  For example, if the Texinfo source is always typeset first,
and only later some parts of it are used to generate a reference, it
might make sense to do it like Dumas suggested, since then we'd avoid
several similar but different transformations in several places.  See
the mess in html.c:escape_string vs toc.c:toc_add_entry in the
current code for the things that we'd probably wish to avoid.
