    Such a system is a real pain for packaging.

By default there would be no file at all (I mean, "make install" is not
going to install an htmlxref.cnf, since we're making the hardwired
defaults the best we can do, anyway).  So packagers can create the file
they want.  I don't yet see the need for them to have multiple files.

If we allow multiple files, we should also define the priority, if the
same manual is specified in different files.  Yuck.

    /etc/profile.d/
    directory for shell scripts, I think it is a good idea.

Sure, for shell scripts.  I'm not convinced, for this tiny configuration
file.
