The attached file tests for @ref. Nothing for 8 bit encoding and @-commands
in names.

Should I put 8 bit encoding and @-commands in refs in that file, or in 
another ? 

Should I also add @node commands, such that we can also test for target
generation ?

If you don't like how it is presented, feel free to change, but please send it
back or notice me, such that I can sync with texi2html. I also may have 
forgotten other problematic cases.
