I'm not sure what the relationship is to Texinfo.

By coincidence I just today finished editing Jose's EuroTeX 2003 paper
on Tralics.  It'll be published in the next TUGboat.

There are a number of "new bibtex" projects based on XML, etc.
(Bibulus, MlBibTeX, BibTeX++, and probably others.)   None are available
anywhere near as widely as the original bibtex.

Oren Patashnik (original BibTeX author) is still committed to releasing
a bibtex 1.0, to fix and ameliorate many of the most problematic issues
with current bibtex.  When he'll actually have the code written is
anyone's guess, though.
