??  No, I didn't meant this.  Plain "makeinfo" would still work.
I just meant that "makeinfo -E" would have to be run before running TeX.

OK, I wasn't here at the time this happened.

In that case we are pretty much stuck with what we have.  The TeX @macro
implementation has to use \scantokens, so we cannot do much here.

What I could do, is to fix "makeinfo -E" so that even if it won't be
required for macros, using it will be a good workaround for many people.
