OK, I wasn't here at the time this happened. In that case we are pretty much stuck with what we have. The TeX @macro implementation has to use \scantokens, so we cannot do much here. What I could do, is to fix "makeinfo -E" so that even if it won't be required for macros, using it will be a good workaround for many people.
