Problems with human language translations

I installed the CVS Texinfo but when I invoke it the texts are not
translated:
bronger@bob:~/temp/texinfo> makeinfo --version

As you can see, cat's output *is* translated. I checked out the CVS
repository and said
./bootstrap
./configure CFLAGS=3D-g --enable-maintainer-mode --prefix=3D/usr/local/ \
--infodir=3D/usr/local/share/info/ --mandir=3D/usr/local/share/man/
make
sudo make install
I think I've used that same method every time when I installed a
fresh Texinfo. I didn't bother to uninstall an old Texinfo though.
If it helps: One check in "make check" fails, namely "local.test".
The .mo files are in the same place as for other programs.
Any idea what's going wrong?
