Werner, it's extremely interesting, but I am not sure what I can do with
it.  Could you please explain a little?  E.g., will it break current
behavior if I include it in texinfo.tex?  And, is it complete enough
that if I enabled it for @documentencoding utf8 (or whatever), it could
actually handle a reasonable set of UTF-8 input files?  That would be
stupendous.

Also, I hate to ask this, but how much does "based" mean?  LPPL and GPL
are not compatible :(.
