I do not know if this is what you mean, but.. have you tried
the stepwise environment?
I use it, as in the following example, to overlay, for
instance, four plots one over the other, and it works
great (it is quite simpler than your example).
\stepwise*{%
\overlays{4}{\raisebox{-\height}[0pt][0pt]{\includegraphics[height=\textheight]{figure12-\thesubstep.pdf}}%
} }
