Yes, this is a very, very simple question to answer - I love those :-)
There isn't enough room (vertically) for the text when you add the
foilhead so additional empty pages are generated. This has been asked
before - see for example
http://sourceforge.net/mailarchive/message.php?msg_id=4212228
Maybe
\addtolength\foilheadskip{-\baselineskip}
will give you enough vertical space to remove the empty pages.
