for instance), so I can't reproduce the behaviour.

This looks like the complete list doesn't fit on the page.

As a rule of thumb, whatever you display with \stepwise should be
able to fit on one page if the whole \stepwise stuff isn't there.

There's nothing TeXPower can do if it doesn't. It is possible that
with \stepwise vertical spacing is minimally different from 
vertical spacing without, but when used correctly (as seems to 
be the case here), the difference should be negligible.

There's one more thing: If without \stepwise, the material `just'
fits on the page, but flexible glue has to be shrunken to make
it fit (or even worse, there's an overfull vbox or slide
message), then the way you've realised the incremental display
will lead to trouble, because for the first couple of steps,
there's less material visible and hence vertical glue is adjusted
differently (this is probably the `wobbling' you perceived). 

This can be remedied, for instance, by changing

\step{\item bar}

to

\vstep\item bar

(only if you're not using a gradient background or background
picture)

This way, all the material will be there all the time (only invisible),
so no quirks in vertical spacing should occur.

This depends on the document class you're using. For instance,
seminar has a command \slideitemsep which could be redefined like this:

\def\slideitemsep{0pt}

and is usable in powersem as well, of course.

Depends again on the document class. But as I said, I don't get
