Hans already answered to this.

btw, the order dependence is sorted out in the latest cvs
version of TeXPower.

Just put a label on the target page like this: 

 \foilhead{Parallelization and Parallel Speedup\label{whatis}}

Then you can refer to the page number with 

\toplink{whatis}{Parallelization and Parallel Speedup \dotfill Page 
\pageref{whatis}}
