Initial Comment:
Down here in the DBTS we got a bug report that links created by hyperref do not work any more using the xdvi version in TL 2009 (22.84.16): http://bugs.debian.org/566158 . Attached is the minimal TeX file for testing. I compiled it on TL 2007 and TL 2009. Both resulting dvi files were tested using 22.84.16 and 22.84.10, in 22.84.10 in links work in 22.84.16 they don't.
