Initial Comment:
xdvik Japanese patch has already included an enhancement
about support of \rotatebox{} and \scalebox{} with graphics.sty and graphicx.sty.
The original author is Takeshi WATANABE [1]
and it has maintained in xdvi-jp group [2].
I derived a patch for that which is not depend on Japanese local extension
from xdvik-jp sources. It can apply xdvik-22.85.

I attached the patch and sample files.
I hope it will be useful for all xdvi users in the world.
If possible, could you consider merging the patch in non-Japanese xdvik?

Known probrems:
The following cases do not work well:
\rotatebox{60}{\rotatebox{60}{\includegraphics{box-xdvi-s.eps}}}
\rotatebox{60}{\rotatebox{60}{\scalebox{0.10}{\includegraphics{box-xdvi-l.eps}}}}
\scalebox{0.10}{\rotatebox{25.5}{\includegraphics{box-xdvi-l.eps}}}
even though the following cases DO work well:
\rotatebox{15}{\rotatebox{15}{\includegraphics{box-xdvi-s.eps}}}
\rotatebox{15}{\rotatebox{15}{\scalebox{0.10}{\includegraphics{box-xdvi-l.eps}}}}
\scalebox{0.10}{\rotatebox{-25.5}{\includegraphics{box-xdvi-l.eps}}}
