I ran xdvi-motif from another installation in a different disk partition. It behaved the same way: slow starting, running mktexpk many times, then very slow screen refresh. Running that same program while booted from that partition, it doesn't run mktexpk (or at least does it very fast), and screen refresh is very fast. In addition to the LaTeX installed by Debian 10.4, I have texlive 2015 and texlive 2016 installed in my account.
