how to escape double quotes

Hello,

I would like double quotes to be passed through multiple macros and then
show up inside a url title.

&quot; doesn't work because they will be immediately changed and then
interfere with the html syntax.

\" didn't work.

&amp;quot; or &#38;quot; were not even fully parsed by the resulting html.

What do you recommend?
