Updating the documentation for hwtimestamp to match ethtool's output

Hello! The documentation for 'hwtimestamp' (eg https://chrony.tuxfamily.org/doc/4.2/chrony.conf.html#hwtimestamp) includes this snippet regarding the capabilities that 'ethtool -T' should output: --- The list of capabilities should include SOF_TIMESTAMPING_RAW_HARDWARE, SOF_TIMESTAMPING_TX_HARDWARE, and SOF_TIMESTAMPING_RX_HARDWARE.
