chronyc cann't talk to daemon

  I'm using chrony version 4.1 on an embedded Linux system；I am planning to use chronyc to access the remote chronyd process between two virtual machines. I am sure that the two virtual machines are under the same network segment, and both use chrony version 4.1. but unfortunately this doesn't seem to work; below is my config file, am I missing something; thank you very much for the guidance：
