How often does it fail? More than once in 50 attempts? The tests are expected to fail occasionally. It's a compromise between sensitivity and the time it takes. From the log I see you are building a package based on the Fedora chrony.spec, but the seed setting in %check is changed. Without a known good seed, you should use the "make check" command instead of "make quickcheck". That allows some failures. Please don't send mails with such large attachments here.
