about use of chronyc

I'm using chrony version 4.1 on an embedded Linux system；I found some problems when using the chronyc service: When the chronyd service is not running, the chronyc -n tracking command will result in the following results, which seem to be different from the expected results. I think the error code 506 is displayed instead of this result. Am I wrong?
