Meaning you would rather have your server run free than update the
clock with measurements from a stratum 2 source?

Stratum generally doesn't say much about accuracy, just the number of
hops to the primary source of time. The root delay and dispersion are
better metrics. If the external server falls back to a close stratum 1
server, it might still be very accurate. Letting chronyd to select and
combine the sources by root distance (including the stratum weight)
should normally work well.
