The pertinent phrase is “practical purposes”, which is a subjective statement. 🙂 As to what they are using for synchronization between the stratum 1 and stratum 2 servers, they are using NTP. It is common practice to put a group of stratum 2 servers in front of a stratum 1 server in order to handle larger loads while protecting the stratum 1 server. The servers that you speak to are honestly and correctly advertising themselves as stratum 2.
