I missed the fact that it's not GPS. What WWVB board do you have? I don't have any experience with WWVB. We have DCF77 around here. There is a lot of noise in that part of the spectrum. The receiver/decoder needs to be have its own clock to be able to provide a stable PPS signal and reconstruct the messages reliably.
