tempcomp corrections are applied all the time in the configured
interval, even if there is no synchronization. It's at a lower
level than fallbackdrift or reference clock updates from NTP/refclocks.

Only tempcomp.

I'm not sure how much sense it makes to combine tempcomp and
fallbackdrift. If tempcomp is working correctly, fallbackdrift should
not be effective. It should see just noise, no periodic patterns
corresponding to temperature that would be averaged out.
